For the summer style I would leave the crystal out altogether, though that small amount should be fine. Summer Bitters are usually ESB's and you gravity has you just getting there, looks like a tasty beer though.

I could easily leave out the Crystal, at 4 oz it's not doing much, I want to keep the gravity low, as this is basically a running starter for a bigger beer.

wish I had a more apropriate hop to use, I am wondering how a bit of Citra would go in this at 15

I have done one of these that had Challenger at 60 and Amarillo at 15 nothing more. It was quite a nice beer, that didn't last long. Hit it with the Citra and see how it goes, Citra and Amarillo work well together.

Any reason not to go with a british pale ale malt (MO or Golden Promise)? I like the finishing hop!

well, it's in the carboy I finalized my recipe as such, and I realize it's now not really to style, but hell, it's for me 6 lbs GW Pale Malt 1.8L .5 lbs Flaked Wheat 3.0L .5 lbs Breiss Special Roast Malt 40L .25 lbs Crystal 120L 1 oz British Black Barley 525L Mashed @ 154 for 60 minutes 60 minute Boil 1.25 oz Glacier pellets 60 minutes and 1 tsp Gypsum .75 oz Glacier pellets 30 minutes .75 oz Glacier pellets 15 minutes .5 oz Cascade pellets 0 minutes cooled to 66 degrees aerated 1 minute with pure O2 and pitched 1028 London Ale
