What is the difference between a propagator and an activator?

Wyeast Propagator packs need to be put into a starter (a tiny batch of beer made to grow yeast).Wyeast Activators can theoretically be put into a 5 gallon batch of beer, but I always make a starter anyway.The only difference between the two is in size. Activators have 4X as much yeast as propagators.

Sounds to me like the best bet would be the activator then, and still do a starter. I think it only adds like a dollar...but that was in a kit and I think I will not buy from them because they kind of screwed someone on here on a keg...I hate places that don't have outstanding customer service.

One of the places I go for my online buying is Northern Brewer. I've always been happy with them, and they have great shipping rates at 7.99. No matter what it is.
