so i'm using 2oz of us hallertau and 1.2oz of nugget all at 45 mins.  that gets me to ~40 IBUs.

These types of beers can be a little more tricky with the 30 boil, and trying to minimize the contributions from those 30 minute hops. Were it mine I would just go to 60 min on the boil and use your highest alpha hop. (Galena?) You already have a big load of hops hitting that wort late. I think these particular beers benefit the most (compared to, say, an APA)  from a smaller vegetal mass in the wort. I like these beers to come across as smooth as possible and minimizing polyphenol/tannic load is only going to help that. My $0.02

It's one reason to always have something like Magnum, Nugget, etc. on hand. Nugget would work here because it's a very clean bittering hop. I haven't used it in a lager because I typically would use Magnum for that but if I were out of Magnum and had Nugget, I wouldn't hesitate especially if there was going to be a lot of late hops added.

If done with a neutral, high alpha hop at 30 there is no reason a beer like this cannot be successful with a short boil. I have done it many times but always have a good supply of neutral high alpha on hand. This would also be a good case for a hop extract. Of course, just my opinion.

Eta: of course what is another 30 minutes when you see not planning on a whirlpool!

I don't disagree. Magnum was what I used in my 30 minute lagers @30 and it worked quite well. In this case tho I don't remember Morty mentioning Magnum in his list of hops but I could have missed it. I would just prefer less hop material and an extra 15 minutes to the 3.2oz and 45 min Morty listed above. Thats all.

 

ETA: And yeah, if he reverts to a 30 minute boil, I'd definitely use the Nugget if there's no Magnum in the house.

given all this discussion I've settled on this:

 

1.5oz nugget at 45 min

2oz US hallertau at 5 min

4oz of GR hallertau at 0 min

 

37-38 IBU

I have a couple on the drawing board in the same mindset.  Mostly Vienna, which I have come to really enjoy.  Currently debating what to do next with the cake of 2782 after I keg my Rye Pils.  Leaning toward a traditional Vienna Lager or an a CAP (with corn).

I guess a small diff is I'll be using the staro-prague lager yeast.  I'll also have magnum at my disposal for bittering this time  :frank:
