Fan in Half bath

We're remodeling our downstairs half bath and we got a fan for it, but there's no duct work to vent it outside. Seeing as this fan isn't even necessary in the room as moisture will be at a minimum and there's an operational window in the room, we're solely considering putting this fan in to generate noise so you can't hear people going the bathroom. Is it necessary to vent this fan outside? Would be a huge issue if it wasn't vent and was installed and just circulated air into the floor joists? Obviously moisture is a huge issue, but there's no shower or tub, just a toilet and a sink. Plus, the bathroom is used minimally.On a side note, the previous owners of the house had rigged a radio to the light switch so that would generate the necessary noise. It was a rather interesting setup.Thanks.
