pickup tube assembly help

I have one of these:

First question: do I have to use that plastic compression sleeve or is that optional?

 

Second question: what is the order of assembly here?  I very foolishly took this apart a while ago for cleaning and did not note the order and orientation of the bits to put it back together.

 

The part all the way to the left is oriented so the tube goes in the top.

 

I just need to know the order and orientation of the inner bits before I put the piece on the right on to hold it all together.

I found an image of a slightly different pickup tube.  this should be the same though, right?

also, apparently I can replace that similar sized metal piece with plastic for "non permanent" installs.  I don't typically tighten the pickup tubes that much though because they don't actually need to be 100% air/liquid tight, just mostly.

soooo... what keeps the tube from sliding out?  do I just need to tighten that nut aggressively?
