For those of you with SS kettles with riveted on handles do you fill past the rivets on occasion? I try not to but have mashed a few times at the rivet level. can they leak? are they generally made out of something not "beer safe"?

They should be SS or AL. I have filled past them on mine with no issues that I can tell.

on one of my old cheaper kettles the rivets got this white oxidation on them that I couldn't really get rid of if they got wet.

Same. Been using the same AL pot for the last 16 years; never an issue with filling the kettle with wort above the handle rivets.

Sounds like AL oxidation to me.
