so I ended up buying a keg like the one in the OP (got it on sale).  can anyone suggest the right way to steam sanitize that setup?  should I just plan on sanitizing the lid/posts in starsan and just boil the fermentor and the liquid pickup tube?

You could do it that way.  You could also leave the tri-clamp on slightly skewed so that it gets steam but still lets enough out to not build up pressure.

I guess I'll also have to see how easy it is to clean with the wider opening. Is there a fairly inexpensive sprayer I could use for this?

You should be able to build a keg cleaner for under 50 bucks if you go with a pond pump

I would rather a pump like this https://www.harborfr...-gph-63319.html but that is up to you.  You could use this for kegs, fermntors, tap lines ETC.

I actually have a pump like that but the food safety aspect would be a little concerning to me.

My cornie cleaner setup is similar but I use a sump pump.  I'm sure it would clean 1/2 barrel sankes just fine.

is there concern with using PVC in this application?  I probably worry more about plastics than i should.

Use cpvc if worried but really it should not be getting hot enough to cause worry imo *not a chemical /plastic/etc scientists or doctor :)*

can you buy that at HD?   also - to avoid the pump I was thinking of making something I can hook up to my utility sink.  I was thinking my hottest tap water + the high pressure of the tap might be enough to just blast everything out.

Yes you can get it at HD.  I leave mine going for 30 minutes a keg so not sure I would want to run my hot water that long.
