I've had poor luck with rosemary and sage indoors, so I'd rule those out.

I'd say definitely not sage. It's a pretty big perennial. Mine are about 3 feet tall and 2-3 feet wide. Thyme is nice and compact. Cilantro gets big, but you can harvest before it gets overwhelming. Tarragon stays nice and small too. It looks like Rosemary might be a good option. It's hard to grow from seed and is best propagated by root cutting, so I'd try to buy an established plant. I don't know about cumin. It says it's a low growing plant, so that's a good thing. However you do grow it for seed, so you'll be keeping it around a long time and needing it to flower and set seeds. I personally don't want to bother with that indoors.

Our rosemary bushes are about 3 feet in diameter. So, I'd rule that out.Cilantro will work but tends to grow fairly tall.I'd go with basil. Grows fast.Get some Thai basil as well.

Cilantro only gets tall if you let it. keep it mowed and no problem.
