I'm just looking to figure out which numbers are the hydrotest date. Anyone know how? There is an 06 <symbol> 10. Is this it?

that's exactly it. the symbol in between is the unique identifier to who did the hydrotest. So your last hydrotest (presumably the first since it is a new tank) was last month, and brand new tank.
