treating water with campden tabs

I usually treat all of my water together (including for the starter).  I can't quite do it this time.  If I mix in some water with water that already treated will the campden that is "left over" treat what I put in there?  or maybe it doesn't matter since I'll be diluting it so much.

I don't treat starters.  Most since I crash and pour off it gets enough meta IMO.  I don't know how much it matters in the boil but I don't taste the associated faults at my house.  My mash and sparge water both get treated though
