Yeast temperature control

Now I know 1214 is a slow starter, so this is not necessarily about that. I am trying the primary in a tub of water with this batch. the water is at 64 and my primary strip thermometer (plastic bucket) measured 66 when I put it in. A. Should I wait until fermentation starts to put it in the water or just leave it in and B. will the 5 gallons of water be sufficient to temp control the 6.5 gallons of wort or should I do the draped towel thing?recipe is10.00 lb Pale Malt (2 Row) US (2.0 SRM) Grain 71.43 % 1.00 lb Biscuit Malt (23.0 SRM) Grain 7.14 % 1.00 lb Rye Malt (4.7 SRM) Grain 7.14 % 0.50 lb Caramel/Crystal Malt - 60L (60.0 SRM) Grain 3.57 % 0.25 lb Carafa II (412.0 SRM) Grain 1.79 % 0.50 oz Amarillo Gold [8.60 %] (40 min) Hops 10.1 IBU 0.50 oz Amarillo Gold [8.60 %] (15 min) Hops 5.7 IBU 1.50 oz Amarillo Gold [8.60 %] (5 min) Hops 6.9 IBU 2.00 oz Amarillo Gold [8.60 %] (0 min) Hops - 1.25 lb Sugar, Table (Sucrose) (1.0 SRM) Sugar 8.93 % 1 Pkgs Belgian Ale (Wyeast Labs #1214) [Starter 1800 ml] Yeast-Ale I forgot the sugar and will be adding it in the form of simple syrup at high krausen.recipe is for 6 gallons but came out at 6.5 after the 1500 ml starter was added and it rang in at 1.059 (w/out the sugar)I pitched at 4AM this morning and it is fairly inactive now, there is some tiny bubbles at the surface (foam from aeration went away after a few hours)

What is your max temp you don't want to go above? I clean my fermentor and fill with water so it comes up to about half way on the bucket. You could use wet towels, but i find frozen 2 liter or 1 liter pop bottles (water) work great. Plan to have one you can exchange out when you need too.Thats what i do.I would give the fermentation more time to start, and i would leave the lid on and wait for airlock activity.

I use clamp down buckets, so no airlock. I am only opening it so I know when I should start my simple syrup, I am waiting for krausen to start forming so I can add it at the peak. I don't want the fermentor to get too far above 70 since I am trying to let the hop flavor shine through. The ambient in the room is 65 and I would like to keep the fermentation at around 70. I am sure this yeast would perform pretty well at 65 but I do want to get some of the flavors out of this yeast so I might try to avoid icing it.
