I harvested some omega bayern yeast (from a starter) on 12/30/17. Assuming I use it within the next month or so can I make one 007 style starter or do I need to do 2 steps or what?

so I'm only just this week going to finally make a starter with this yeast. 4 months old.
if I'm brewing on friday would wed night likely be early enough to make the starter? I hate getting stuck with a starter that doesn't take off on brew day.
this is the one downside of the 007 style starter where you are trying to time your starter to pitch when highly active.

I usually do a few steps, start really small (200-300 ml) and work up.

so I didn't quite follow instructions
first step I made was about 1L.
I figured this should be going reasonably strong by thursday night and I can add another 2L of starter wort right on top of what I already have. then I'll brew on friday. that should be okay right?

I'd go by what the slurry looks like. If it's nice and creamy looking then I'd one step it. Smell it too.
